Overlook formatting when considering "exactness" in Enhanced Match Score

The Enhanced Match Score dynamic operation will currently only consider a phone match "exact" and add the enhanced score if the formatting is also exactly the same. Thus (123) 456-7890 does not currently register as an exact match if the constituent's record says 123-456-7890 or (123)456-7890 instead, so the enhanced score points aren't added. Yet the constituent duplicate review easily picks up on those as "matches" because it automatically knows to "Update" the existing match it found (per our constituent update settings). The Enhanced Match Score operation should allow for registering matches even when the match has a formatting discrepancy. I know this affects phones but it may also affect address formatting.
