When importing solicit codes, BVDL will update, ignore or generate an exception. BVDL should have the option to add new codes and end date the old ones to maintain a history of the constituents preferences.

Adding a new entry in to the constituent update rules for 'If incoming solicit code exists on constituent', perhaps called 'Add as new', that enables this may be the cleanest option.
